U.S. Oil Country Tubular Goods Producers Stand Up Against Dumping

Oil Country Tubular GoodsThese days, the talk of the gas and oil pipe industry is how to prevent domestic jobs from being lost to foreign imports.

Last July, some of the largest steel producers in the country brought a petition to the U.S. Commerce Department claiming that nine foreign countries were ‘dumping’ their oil field pipe goods into the U.S. Dumping occurs when foreign governments subsidize industries within their own countries, which allows companies to export their goods at a very low price, often under the cost of production. This allows them to undercut competitors in countries where their goods arrive.

In February 2014, the Commerce Department made a preliminary ruling requiring duties on imports from eight of those nine countries. However, South Korea, the biggest importer by far, was left off the list.

This omission has dismayed many in the oil country tubular goods industry. Steel plants in Pennsylvania and Texas have been idled in part because of the ruling. And more jobs are potentially at risk.

OCTG Products 101

Oil country tubular goodsOil Country Tubular Goods (OCTG) are piping products used in the petroleum industry. They can be divided into three separate classifications: tubing, casing pipe and drill pipe. Let’s take a minute to consider each of these OCTG product categories.


Tubing is the OCTG pipe through which the oil and gas flow to the surface during drilling operations. Tubing often comes in sizes from 4 ½” to 1 ½” in diameter. It’s  frequently removed from a well during workover or completion operations. Tubing joints are typically 30ft long and have an attached external thread.

Casing Pipe

Petroleum drillers use casing to strengthen the structure of the drill hole. Once it’s placed in the well and cemented in place, it keeps the well from collapsing inward during the drill process. It literally ‘cases’ the hole–hence its name. Casing is available in a variety of different grades and with a range of different characteristics, often being categorized by its size, linear mass, thickness, diameter or finish. It typically has a diameter from 30’’ to 3 ½”, and is available in seamless and welded.

From the dynamics of drilling deep into the earth (sometimes from the middle of the ocean!), to figuring out which pipe or octg casing will get the job done best, it’s kind of miraculous that it all gets done.

But not only is the current oil drilling process fascinating–it also has a long and interesting history. Here are some facts to consider:

  • Researchers think that the Chinese drilled the first oil wells around 347 CE. They reached depths of about 800 feet, which is impressive considering that they drilled with bits attached to bamboo poles! After the oil was extracted, it was burned to evaporate brine and produce salt. Fast forward to the 10th century and a system of bamboo pipelines connected oil wells with salt springs. Records from both ancient China and Japan display frequent references to the use of natural gas for heating and lighting. The Japanese called petroleum burning water.
